Job Description- HSE Manager /Adviser
The HSE Manager/Adviser has a lot of responsibility & is absolutely critical to the growth of a Telecom Company. It is essential that this position maintain Quality, Compliance and Employee Satisfaction. This Adviser will be responsible for the Safety/HSE Programs and all required enhancements while working with all departments within the business. Conduct investigation & audits when problems occur at the company or customer site, answer all questions regarding the incident, implement safety programs that are necessary to keep employees safe while working in the field or at company office. Maintaining employee HSE related training and records are essential to this position.
Safety/Operational Duties:
·         Participate in the development of Technology safety and health policies, practices and procedures.
·         Implement and document Safety Program.
·         Develop relevant HSE training
·         Train all levels of Technology employees in Safety and maintain training records related to technical certifications.
·         Promote incident prevention for the benefit of employees and visitors.
·         Work with various Technology Sections  on the operational aspects of the on-going projects
·         Assist operations as needed pertaining to the alarm systems, communication system and Corporations wide equipment in use in everyday operations.
·         Lead the investigation of accidents and injuries, Root Cause Analysis, and cooperate in the preparation of documents for any related investigations and customer audits.
·         Conduct and coordinate Technology safety inspections.
·         Develop Fall Protection program, inspect all fall protection equipment and maintain inspection records.
·         Conduct monthly safety meetings and maintain Technology employee safety records for site specific.
·         Maintain relevant HSE logs and documentation.
·         Prepare applicable HSE reports as necessary.
·         Conduct compliance reviews, general risk assessments and other safety assessments to support Health, Safety and Environmental management.
·         Conduct compliance review of applicable laws and regulations.
·         Provide assistance and advice on HSE issues to make recommendations to facility management.
·         Observe HSE regulations, wears all required safety equipment, encourages safe working practices, corrects obvious hazards immediately or reports them to the proper personnel.
·         Ability to work with employees and achieve cultural change in the face of potential resistance
·         Maintain positive and proactive relations with managers and employees
·         Participate in engagements with regulatory agencies in liaison with corporate level HSE interfaces.
·         Participate in relevant industry bodies, internal HSE forums etc. to maintain a level of contemporary knowledge and best practice approaches
Responsibilities:
  • Conduct daily and monthly HSE Meetings/Trainings and schedule as needed.
  • Develop, implement, and manage HSE Programs, Policies and Procedures
  • Perform facility HSE Inspections
  • Assist in emergency response and provide first aid treatment.
  • Advise management of any system and legislative changes to ensure tasks are undertaken safely and comply with internal and external requirements
  • Continually review work practices and recommend ways in which processes and systems need improvement
  • Supports the Top Management in the HSE Policy and Guidelines issue.
  • Supports the Top Management in the Organization roles and responsibilities definition, for what concerns safety aspects.
  • Supports the Top Management in the HSE Management System standard issue.
  • Ensures, in accordance with the corporate guidelines, the implementation, updating, review and auditing of the Company HSE Systems.
  • Monitors the effective implementation of appropriate Safety and Environment System procedures and provide for their updating in line with changes in Legislation and Company Directives.
  • Provides for motivation and familiarization of all Company personnel respecting the importance of complying with Company system procedures and all Safety equipment provided.
  • Assists the all the Technology Sections in their dealings with Partners /vendors in all issues concerned with Health and Safety at work.
  • Conducts safety audits and Drills both internal and external.
  • Takes part in accident / incident investigation including analysis of accident / incident statistics, identifying trends and suggesting improvement plans.
  • Provides technical support to Senior Management on any safety related subjects.
  • Carries out any in-house safety training.
  • Carries out safety audits on Sub-contractors.
Desired Qualification


  • Bachelor Degree in Science/Engineering or equivalent with additional professional qualifications in HSE and Fire & Safety Management Systems.
  • Minimum 10 years’ experience in Health, Safety and Environment and Fire Services in Telecommunication  Company , of which 5 years should be in a managerial /supervisory capacity.
  • Fluency in English. In addition the Arabic language will be an advantage.
  • Fluency in Technical writing and Excellent in interpersonal communication skills.
·         Have knowledge of HSE Regulatory requirements, including company HSE policies and procedures.
  • Ability to oversee and ensure regulatory agency compliance i.e. labeling, containment, proper disposal, documentation, etc.
  • Ability to oversee Safety Incentive Programs.
  • Willing to work different shifts, locations and travel
