HSQE Manager
Key purpose
Responsible for providing Health, Safety, Quality and Environmental management, guidance and support to a military contract portfolio including high risk and low risk locations. Including maintain certification to ISO 9001, 14001 and OHSAS 18001 by taking the lead role in developing and maintaining HSQE plans and procedures and also providing training as appropriate for the project ensuring they align with the Serco Management System (SMS).
Reason for role
To provide dedicated HSEQ support to the MoD contract. There is a requirement to ensure HSQE compliance at a contract level, as well as provide contract support to internal and external auditing, accreditation and assessments.

Key accountabilities
Key Job Responsibilities
Responsible for the management, implementation and maintenance of the Serco Management System (SMS) across the portfolio, ensuring that country specific legislation and challenges managed accordingly.
Maintain ISO certification for Health, Safety, Quality and Environment for the project and where appropriate supplement the SMS with local policies and plans for each country base location.
Undertake regular audits on the SMS to ensure certification is maintained.
Develop and deliver regular training programmes for HSQE aspect of the project
Interact and consult with the project team on appropriate SMS management systems elements in which they will need to interact.
Carry out internal audits or other HSQE reviews and develop processes to eliminate or mitigate the risks identified
Provide recommendations for enhancements or changes to systems to evidence continual improvement.
Review and comment on specialist service provider risk assessments and method statements
Active participant in accident investigations and workplace inspections.
Identify and develop processes to eliminate the root cause of HSQE deviations, in corrective actions on non-conformances.
Production of operational reports on a monthly basis detailing measurement and monitoring of the Estate service SLA’s KPI’s and other relevant information.
Review the safety performance of the company and related contracted entities periodically and prepare the required reports, risk assessments, action plans and accident investigation.
Develop a relationship with wider FM division of Serco to support the development of ideas and improvements to the SMS
Liaise with Civil Defence and Municipality to ensure compliance with HSE and environmental codes of practice.
HSQE Responsibilities and Information Security Responsibilities
Understanding of personal responsibilities and contribution to achieving compliance with the
Information Management Systems (IMS) requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above;
Exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions;
Use safety equipment (including PPE) as required and intended and observe that this is also enforced among subcontractors and third parties working in Serco’s controlled premises/systems
Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;
Lead by example and innovate to conserve energy, water and resources, minimize the generation of waste and actively recycle waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels;
Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;
Essential qualifications
Holder of a degree level qualification or NEBOSH Diploma
Holder of a First Aid Certificate
Essential technical, professional skills, knowledge and essential experiences
Solid understanding of ISO 9001, 14001 and OHSAS18001
Self-motivated and able to work to deadlines
Ability to work in a team or individual basis
Ability to motivate and manage others
Good communication and observation skills
Excellent command of the English Language
Experience of undertaking a Health and Safety role in high risk environments
Experience of undertaking a Health and Safety role for a number of middle-eastern countries including Iraq and Afghanistan.
Essential experiences
