Procurement and Contracts Manager -

Key purpose
The job holder is the main conduit for all procurement, purchasing and finance activities conducted on behalf of the MoD Contract portfolio. The types of services and products purchased vary widely, but are predominantly FM and engineering related. The job holder will need to understand and plan for the complexities of procuring into highly security sensitive locations across a number GCC military bases. The jobholder is responsibilities include policy compliance, coordinating procurement activities, and supervising and Liaising with finance and procurement staff.

Key Job Responsibilities
Procuring goods and services from external suppliers is a critical path for many projects. Often, the performance of the supplier will reflect on the performance of the overall MoD contract. It's therefore crucial that the job holder manages processes and finances carefully, to ensure that they produce deliverables which meet business expectations.
Implement effective processes to ensure the timely procurement into highly security and sensitive locations acorss a number GCC military bases.
Deliver savings as per budget requirements
Deliver alternative solutions including in house vs outsource solutions
Assist with the local / divisional and wider Procurement community to drive change and
transformation across the business unit particularly in the sphere of procurement
processes.
Create the governance arrangement such that delivery to all sections is
seamless.
Conduct compliance audits to ensure systems and processes are being complied
with and provide recommendations where required (and ensure subsequent closure through additional reviews)
Work with Commercial and Sales & Marketing leadership team to provide a
robust process for bidding and solution for the financial processes, controls,
systems requirements for new business submissions
Capture output of the procurement controls and incorporate common process,
system & control issues into the divisions improvement programme
Identification of system development and process improvements and where
necessary drive the delivery of change requests through the governance
process. Provide project support to ensure business requirements are identified
and delivered within budget and timescales
Involvement where appropriate in the drafting of the Procurement manuals
and procedures ensuring that the processes are fit for purpose and appropriate
for the divisions needs
Taking ownership for identifying process enhancements to strengthen controls
and efficiency.

Travelling to contract sites, as required across the Middle East
To ensure compliance with best practice financial and commercial policies,
procedures and processes, which are aligned to standards set by the Group.
HSQE Responsibilities and Information Security Responsibilities
Understanding of personal responsibilities and contribution to achieving compliance with the
Information Management Systems (IMS) requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above;
Exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions;
Use safety equipment (including PPE) as required and intended and observe that this is also enforced among subcontractors and third parties working in Serco’s controlled premises/systems
Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;
Lead by example and innovate to conserve energy, water and resources, minimize the generation of waste and actively recycle waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels;
Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;

Essential experiences
Experience of delivering a senior procurement role for a portfolio of Middle Eastern countries (Ideally UAE, Bahrain, Qatar, Oman, Iraq)
Demonstrate 10 years plus in procurement
Knowledge of compliance and tender processes in regards to Procurement
Ability to deliver new systems and procedures in line with SME requirements
Ability to demonstrate an understanding and adoption of Serco’s values
Ability to lead and manage programmes across multiple contracts, customers and
business types.
Exposure to the property and/or facility management sector
