Key Purpose

Serco operates in five major geographies: UK, Europe, Americas, Middle East, and Asia Pacific) and a global BPO services business (Serco Global Services – SGS).

Serco was established in the Middle East in 1947. The business has matured rapidly in recent times, growing from £ in 2008 to £140mn in 2010 to £300mn in 2014. Its portfolio includes Light Rail, Air Traffic Control, Integrated Facilities Management and Technology, with Healthcare and Vocational Training as key emerging sectors. Serco runs the iconic world class Dubai Metro and is also responsible for most of the Air Traffic control business across the Middle East, including Dubai Airport. Zayed University and Cleveland Clinic Abu Dhabi are key Facilities Management contracts.

The Middle East business has historically been UAE-focused, with more recent growth in Bahrain, Iraq, Qatar and The Kingdom Of Saudi Arabia. In line with the wider group strategy, the CEO Middle East role is critical to growth within existing and new geographies and sectors.

The key purpose of this role is to lead the hiring of staff required in the Transport Sector for Serco Middle East. The role will be responsible for enhancing organizational effectiveness through ensuring the best quality candidates are identified and selected appropriately, and within required timeframes and providing guidance and support to Recruiters and Recruitment On-boarders. The role will also provide support to other sectors hiring needs when required.

Reason for Role

The Serco Middle East business is seen as a growth engine for Serco Group. The Middle East strategy and organisational structure is aligned to a number of the five pillars established through the strategic review as core foundations for the growth of Serco, including Transport, Aviation and Health/Facilities Management.

To enable Serco Middle East to deliver on its revenue and growth targets, the quality and timeliness of the supply of resources is a critical component. This means ensuring that the {Sector} business is able to meet client requirements for personnel, with the correct skills levels, at the time committed to the client. To achieve this, the role has to gain deep knowledge of the current and future resourcing requirements, have a deep market knowledge to understand where to obtain the resources and be able to deliver effective Recruitment Services to the Sector

Structure and reporting relationship

The role will report directly to the Recruitment Manager - Transport

The role will work with existing Recruiters, Senior Recruiters and Onboarders

Key Stakeholders to the role will be

Second tier leadership team (Contract Managers etc) and direct reports

Transport HR Business Partner and direct reports

Hiring Managers in the Transport business

Recruitment Team and wider HR team

Wider Serco Middle East support teams including Finance, Bidding and Commercial Teams

Key accountabilities

Key Responsibilities

Own the end to end recruitment process for Transport, typically for Grades up to 20. The end to end process includes:

Understanding hiring requirements (supporting Recruitment Manager with Workforce Planning);

Complying with all recruitment policies and procedures (SOP’s) including the internal job posting policy;

Managing external sourcing channels;

Building and managing candidate pipelines;

Screening CVs;

Managing rejections;

Arranging assessments;

Responsible for planning and overseeing logistics for assessments, mobilisation and mass recruitment activities;

Collating information; and

Ensuring Candidates are managed through the onboarding process.

Providing day to day guidance and support to Recruiters, and On-boarders in the Transport team.

Be responsible for effective sourcing strategies for roles including mass hiring, direct sourcing, Contingency and Retained Agency use.

Provide input and support to the overall Transport sourcing and resourcing strategy.

Be responsible for delivering “project” recruitment and mobilizations within their assigned business units

Research and recommend channels to recruitment. search firms national/local publications, trade magazines, career fairs, universities and internet etc

Pre-screens candidates and attends interviews with Line Managers for assigned roles to ensure the best quality candidates are identified and selected appropriately

Draft interview questions and determine the appropriate interview pack and technique based on level of role. Advises and supports the Line manager accordingly

Ensure Line Managers are recruiting within the agreed organisational parameters and governance procedures

Ensure Line Managers are well equipped to make the right hiring decisions and ensure the end to end hiring process is smooth and efficient

Works with, develops and manages the relationships with recruitment agents as preferred suppliers to Serco

Implements assessment methodologies as required for the roles, including psychometric testing

Carry out analysis of data and work to create meaningful MI around recruitment activity

Work closely with Line managers to ensure hiring strategies are implemented and the hiring parameters are met

Carry out ad-hoc project work as directed by the Recruitment Manager

Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;

Promote a healthy and hard-working culture among their peers, subcontractors and third parties

Assume the responsibilities of the Recruitment Manager in their absence

HSQE Responsibilities and Information Security Responsibilities

Awareness of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements.

Understanding of personal responsibilities and contribution to achieving compliance with the Integrated Management System requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above;

Exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions;

Promote a good HSQE and Information Security culture within their departments and among their peers, subcontractors and third parties;

Lead by example and look at ways to conserve energy, water and resources and minimise the generation of waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels;

Essential qualifications

Ideally a degree holder or a holder of a professional qualification in an HR related discipline ideally with membership of a recognised professional institution.

Essential technical and professional skills and knowledge

Knowledge

Comprehensive knowledge of the principles and practices of Human Resource administration in general

Professional certification in conducting & interpreting Ability tests and Personality Questionnaires is preferred

Excel proficiency ability to support the work on the manpower planning

Ability to evaluate and assess effectiveness of recruiting strategies and continuously improve talent acquisition efforts.

Essential experiences

A minimum of 5 years recruitment experience with at least 2 years’ experience in mid to senior level hiring Extensive experience of successfully identifying candidates through direct sourcing and research is essential

Middle East experience is preferred

Level A&B; Psychometric qualified is preferred

Resource forecasting, scheduling and allocation experience
